Indeed, few people better symbolize the arc of American experience in Afghanistan than Raziq, who rose to power through tribal affiliations, foreign patronage, and brute force. His job title, provincial police chief, vastly understated his remit and political sway, which went far beyond security. Raziq had been, for many years, the most powerful man in southern Afghanistan.
